I have done some checks and this is not a valid international code. I am not sure it is VOIP call though as in the UK these normally start with 055 or 056. Sorry could not help further.

Well no country uses the area code 28 but a country does use 91. '91' happens to route back to India according to the site in the sources.

That number is invalid if it was a prank they probably used a VOIP that allows you to change your number!
