Countries outside of the US usually either don't have the death penalty or they just don't waste any time with death row and get to the execution pretty quickly - h**l, China has mobile execution buses they drive around killing people. You're dead in 20 minutes or less or the execution is free!

There are many countries without a death penalty, and thus without a death row.  Amnesty International lists 91 countries that, as of Jan 2008, had no death penalty for any crime.  The countries range from Albania to Venezuela.

Umm, you know, I would say Norway (my country). We don't have death sentence, so, I guess we have the least amount of inmates on death row ;P
