Virginia is a unique state in that it has "independent" cities, which are not located "in" any county.  Rather, the city may be boarded one (or more) counties.  Therefore, the current City of Alexandria is a separate and distinct entity, surrounded by the County of Arlington.  Also, the City of Richmond is independent of Chesterfield and Henrico Counties, which boarder it on the south and north, respectively.
