  1. Snot is the mucus secretions up your nose.  Boogers are a mix of snot and dust.

  2. There is a constant production of mucus on the surface of your nasal passages and the rest of your respiratory system.  The mucus helps moisturize and filter the incoming air before it enters the lungs.  Normal production usually causes no problem.  Irritants such as dust, pollen, fungal spores, chemical odors, or infections of the membranes can cause heavier production of mucus.  Sometimes, the mucus dries partially and forms a crusty structure.  Greenish colored mucus can indicate a bacterial infection.  Cold viruses cause runny noses.  With the constant wiping of the nose, virus particles are picked up on the hands and spread to other people by touching objects or hands.

  3. couple of things....going from very dry to relatively humid conditions is one. You need some mucus in your nasal passages in order collect dust and stuff, if it is too dry for a while, your body starts making some. When you get into a more humid environment, your body is overcompensating for a while and it's snot city. (Think coming in from the cold in winter).

another reason would be a histamine reaction (allergy). Your body is making snot big time to trap and keep out dust, pollen and stuff....

and yes...boogers are basically dried snot with dust trapped in it.
