Princess cruise lines have bars that are in the pool, that you can swim to, but I don't know what you mean about seeing over the bar.

Do you mean that they will serve you if you are old enough to see over the bar?  I HIGHLY doubt that is true...I've never heard of it, and I would be surprised.  Cruise lines don't want drunk kids running around ruining things any more than countries do.  I doubt on ship regulations are any different than on land.
