Carnival or Royal Caribbean usually have the lowest rates. Bahama cruises are pretty reasonable.

A repositioning cruise is usually the cheapest...but they are only 2 weeks of the years one on their way and one on their way back but a lot of ships reposition for the change of season. I normally use cruisesonly.com or sidestep.com. There is a Holland America cruise that goes every year from San Deigo to Vancouver for 3 days that is $199. However, with a repositioning cruise you have to find airfare back from it's destination.

Tips are normally the same on all ships its more what you do while you are on the ship. If you don't drink you can keep your room bill down to just the tips or sometimes you can prepay the tips when you book the cruise and then get out of a room bill entirely. Just remember that on average your room bill is as much as the cruise. It doesn't have to be though.

It helps to think of the cruise as just the hotel in any other vacation and then it is cheaper than a normal vacation even if you do spend money while on the trip.

carnival is the cheapest and norwegian isn't far behind it is worth the money for the extra stop norwegian provides unless you really want to party hardcore go with carnival.  go to www.vacationstogo.com and youll be suprised at how cheap some of the prices are.

They all tend to flucuate in price but Carnival Sensation's 3 day cruise from Port Canaveral tends to be cheap. Most cruises don't add tips in unless it is 5 day more more but you can expect to pay about $10per person per day for tips whether prepaid or paid at time of trip.
