As I watched from the documentary and movie, the Indian culture and middle of africa culture tend to find fat women beautiful.  also turkey in ancient time and chinese too however, for the turkish and chinese they mean the women who have full bodies like anne hathaway or malilyn monroe. not the real fat.

I'm willing to bet that in many countries where the people are too skinny and don't have enough to eat, it would probably be seen as a positive to have more meat on your bones or even be on the obese side. The people in those countries would probably associate extra fat with being healthy.
