  1. yeah there is no organelle involved, i thought it was an enzyme that rebuilt the nuclear envelope.

No organelle is responsible for bringing back the nuclear envelope.  During telopase sets of chromosomes at opposite poles uncoil and resume their threadlike form.  "A new nuclear envelope, derived from the components of the original nuclear envelope stored temporarily in the rough ER, re-forms around each chromatin mass."
