What deadline did the government put in place for having a passport?

going on cruise in oct. 07 but don't have passport yet, will i be ok with just my birth certificate?

You can use your birth certificate for a cruise.  You can not fly back to the USA if need be without a passport.  So you should be fine.

If i where you I would get a passport now.  It doesn't matter if you are a natural born citizen or not you will need a passport to get back in the country in 2008 through the road.  For plane you need a passport but for ship i think you need one too probably its better to be safe than never.

Technically, passports are not required for SEA travel til as soon as Jan. 2008.  you can read the law for yourself at the 1st website below.  However, some cruise lines require their passengers to have passports, so it is best to CALL them and ask.  IF they require you to have a passport, and IF your travel is to Mexico and/or the Caribbean area, you can apply for a passport right away and have it expedited.  If the time gets close and you have not recieved it, you can travel with just proof of your application under the "flexibility" program.  See website below for all passport and flexibility info.
