What debate goes on in the UK House of Commons just before Prime Minister's Questions Time?

During C-SPAN coverage of the House of Commons, I have occasionally seen the British Home Secretary and other ministers speaking at the dispatch box before Tony Blair entered the chamber to begin Prime Minister's Questions.

Debate continues all day, as it does in the US House. They debate any measure that is before the house.
