  1. I would think its per capita income, underdeveloped infrastructure, under industrialization.. China and India for example , despite their great natural resources and wealth and considered as "developing". These countries are not subject to many of the same regulation that apply to "developed countries such as compliance with pollution emission levels etc


  2. Underdeveloped Country -- A nation which, comparative to others, lacks industrialization, infrastructure, developed agriculture, and developed natural resources, and suffers from a low per capita income as a result
