  2. It depends on what job you hold at the agency.  Obviously if you're an administrative assistant, receptionist or some other support person, you could do so without a degree.

    If you're a social worker, you'll need a bachelors at least.  You could even go for your masters or doctorate in social work.

  4. The level of education you need depends upon the job or position in the agency. Generally, speaking, if you want to do home study evaluations, then you need a minimum of a MSW (Masters in Social Work) or a Ph.D. in social work and be licensed to practice at the appropriate level in social work by your state where you will be doing the home study evaluations. If you want to be an adoption attorney, then you need a law degree. Other positions probably require a high school diploma; although I would imagine that a business degree or a MBA would be appropriate for those wanting to manage the business aspect. If you want to work in intercountry adoptions, then international travel experience and competencies in the languages and cultures of one or more countries your agency works in would be extremely valuable. If you were to be the custodian or groundskeeper, then I suppose less than a high school diploma would be fine and even if you had developmental disabilities, you might work out fine in certain positions. Others connected to adoption agencies, besides licensed MSW or Ph.D. social workers and attorneys, are pediatricians specializing in international adoption who help parents decide whether to accept or reject an adoption referral. Obviously, the physician position requires a medical degree with specialization in pediatrics.
