What degree would this be in?

i want to be a highschool public speaking teacher. and i was wondering would i need to get a degree in english. is this degree called communication arts and litature or something else.

It depends what state you are in.  In most states, you would be certified secondary education- English and teach this course in addition to regular English courses.  Some states also offer a certification area for secondary education- communication.  Those teachers are certified to teach public speaking but they also do things like journalism (school  newspaper, yearbook, ...), theater, video/tv production and such.  Unless it is a large school, they are also likely to teach a class or two of regular English as well.
