What determines if the county will name a thoroughfare; way, street, Ave, blvd, Rd, etc?

Some locations make distinctions between the designations but more often than not the developer of the area submits proposed names and designations to the planning department for approval. The developer can match designations with the expected use or simply go on what sounds good or will market well.
