like for example of the firefly bulb,it saves energy for 80%..according to our research, the electric ballast inside the bulb is the one which limits the amount of current in an electric circuit..in our study,we need to make a device which can also limits the amount of current in an electric circuit so that appliances in our homes cannot consume much of the enrgy..

  1. Well the energy consumption is for make a work, the problem is to do more efficient the process in the way we can reduce losses. your example is good but you are talking about two different ways of light emission, the second one produce  almost no heat(loss) in the process and is for that it saves such amount of energy.

You can not limit the energy consumption off all the appliances in the same way, cause there are different kinds of uses of the energy in each one. For ex in your oven if you limit the power you will not reach the temperature for cooking, in this case you have to reduce the heat loss with thermal insulation and then you will use less energy for reach that temperature.

in this case you are doing more efficient your system .

You can not use the same principle in a pump. In this case you have to reduce losses in the pipe line or make a more  mechanically efficient pump.

In your example is not the ballast what is saving you 80% of energy, but the nature of the emision wich is way more efficient

  2. You have the wrong idea of what a ballast does.

In fluorescent lamps the ballast is not there to reduce power, it is there it initiate conduction in the gas that is in the tube. Once conduction starts, the ballast (in an older type fluorescent lamp) the ballast limits the current, so it really wastes power. In newer CFLs the "ballast" actually converts the 120 volts 60Hz to a higher frequency power that ingnites the gas inside the tube.
