  1. Russians historically have liked to be part of a great and powerful empire, and the Soviet Union was a powerful empire. Even though the living conditions and liberties left much to be desired, people liked being citizens of a country that was one of the two superpowers. There was, and is, a good deal of pride in the accomplishments of the Soviet Union such as the space program and Olympic athletes. That's what Putin meant by "Those who do not miss the Soviet Union have no heart".

    But it became clear in the 1980s that the Soviet system was not working, and was in fact breaking down. It was not going to be sustainable, and then in the 1990s, it broke apart very suddenly. When Putin said, "Those who wish to bring the Soviet Union back have no brain", he was acknowledging the fact that the Soviet system is an unworkable relic of the past.

  3. its means that people have to remember their country's history but bringing back the Soviet Union would be crazy...I think it also has to do with the former Soviet Republics like Ukraine, Moldova and etc.

    they still have to remember that they used to be one...
