The government's answer would be to stop the spread of communism.  Of course in that effort we squashed agrarian reform, made arms deals, and ensured that the rich stayed rich and the poor stayed poor.  Oh and we stopped a communist rebellion that would have been a HUGE threat to the US just like cuba.
