  1. It built upon the Morrill Land Act which funded educational institutions by granting federally-controlled land to the states.  

    The Second Morrill Land Act was created for the Southern states.  It required each state to show that race was not part of the admissions criteria.  However, the states had the option to discriminate based on race, but create separate educational institutions for blacks. There were approximately seventy colleges and universities that were started in the Southern states as a result of this act.
