I think the primary thing they did was try to join NATO. They are slated to have another vote on developing a plan to join NATO in December.

Germany and France have been opposing NATO membership for both Georgia and Ukraine, and the USA supports both applications. The USA also promised Gorbachev in the 1980s that it would NOT seek NATO membership for former Soviet republics. The Russians, naturally enough, feel betrayed.

Germany and France opposed both Ukraine's and Georgia's applications because of fears that they would incite Russia. They were right!

Georgia may not have broken a treaty, but the USA broke its word.
