  1. The Rowell-Sirois Commission clarified some constitutional issues for Canada. The commission was formed in the 1930s and was put together to help make recommendations on the sharing of powers for the different levels of government in the country.  It also made recommendations on economic matters.  The most important parts of the report to parliament defined that the provincial govenments were in control of education and health care and the welfare system with the federal government having jurisdiction over the pension plan and unemployment insurance.  Another important aspect of the commission was the recommendation that the federal government create a system by where the wealthy provinces help support the poorer provinces by contributing to a fund that the national government manage.  These became known as equalization payments and paved the way for the country to have national standards for important social programs.

    Canada was just coming out of the depression at this time and it was important that the different levels of government know what their responsibilities were and it was important that the people of Canada know where to turn for assistance in certain areas.
