  1. C-- that you cannot use prior censorship, or banning the    

          publicaton of a document from being published before it

          is published. B is the answer to the US vs The New York  

         Times ,this covered the Pentagon papers and the

          government's attempt to stop the newspapers from

          publishing them. The court ruled that the Government

          must prove National Security, not just claim National

          Security is involved.
