  1. Putting it on top opens up your eyes and makes your lashes look fuller.

Where as lining your bottom inner rims does make your lashes look fuller but it can make your eyes look smaller, however lining the bottom makes your eye color really pop (no matter what color it is).

  2. on your top eyelid, it makes your lashes fuller

and on the bottom it makes your lashes longer

    hope i helped =)

  3. Eyeliner can be a really nice friend ..or foe.  Just be sure and try with a little just to emphasis the shape of your eye. And a little on the bottom can also play up the shape but just be careful to not put too much or you won't see your eyes!

A nice trick I like is to use a lighter color on the bottom (like I use purple or gray, even brown would work) and then black on top. That always will make your eyes a bit brighter!

  4. Eyeliner is meant to make your lashes look fuller. Just experiment.

  5. If your eyes are small, eyeliner on top and bottom can make them look even smaller, and so can a very dark eyeliner.  I get the best results with brown, blue, or even olive green eye liners instead of black.  I apply it on the top lids only to about 2/3 of the way into the corner of the eye.  That last 1/3 nearest my nose gets no liner.  Then on the bottom, I'll put eyeliner on the outside corner of the eye, for maybe half an inch or less.

Experiment for yourself and see which you prefer.
