What do I do about being ripped off shopping yahoo?

Cheaperlotions.com ripped me off-promising me a refund for some lotions I ordered, never got it or the lotions. They never let me know the lotions were backordered when I ordered them. Got half my order. Asked for a refund for the lotions I never received. It's been over a month. They told me they ran a credit, but it never showed up on my credit card. Help!
