What do I do if someone sold something on ebay and I won, yet they never mailed the item to me and I paid?

I even emailed them a few times but never heard from them and then I saw the same thing I won by the same seller on auction AGAIN!!!!

If you paid with paypal file a complained with paypal. You can also get the person telephone number thru ebay and hope it's a upto date one then call them directly and maybe this will solve the situation without having to file a complain with paypal.
