NV has pretty open laws concerning purchase, as with all purchases your purchase is submitted to NCIC for criminal background check, and you have to be over the age of 21 for purchase of a pistol nationwide.

  2. If you are a Nevada resident, a new firearm has to be transferred to you from an Federal Firearms License holder in your state.  You don't necessarily have to buy it in Nevada.  You can buy it out of state, but it has to be transferred to an FFL holder in Nevada.  Then, he or he can transfer ownership to you.  Of course, they're going to charge a fee to do this.

Nevada is one of the most gun friendly states in the country.  The state passed a PreEmption law that prohibits counties and municipalities from imposing gun laws that more stringent than state law.  The state sets the firearms laws in Nevada.  There are some laws that were in existence before the Pre-Emption Law so they are grandfathered. These are mostly in Clark County.
