    That is the business of planning and installing air navigation facilities.  In the United States, that is managed by the FAA Airways Facility Administration.

    The Facility Admin hires everything from day laborers with shovels to pure research scientists.  For most of the more desirable jobs, you want a degree in Electrical, Mechanical, Civil, or Aeronautical Engineering.  There are also 2-year degrees in engineering technology that would get you a job there.

    Check with your school guidance counselor and look at the web sites that list jobs with the federal government.
