What do I need to Run a multi-national, web-based raffle in Georgia.?

This may be complex, I'll try to be simple though:

I live in Georgia, USA.

I'm a member of a web community and we want to run a raffle for a 501c3 charity. We have members worldwide.

ALL proceeds would go to the charity - an international charity with our contact in Canada.

Prizes will be donated (hopefully) from manufacturers and distributors.

We will sell virtual tickets and draw for 1st, 2nd, 3rd and Grand prizes.

QUESTIONS???

- Do I need a permit?

- How do I get it?

- Does the fact that our members are all over effect anything?

- I believe for the virtual tickets we can only ask for donations and NOT have set price (that would make it gambling) can anyone validate this?

What you are doing will most probably be declared illegal by your State's Attorney General's office, but give that office a call anyway just to verify.
