go to this website   http://nrc.uchsc.edu/STATES/states.htm   and check out the state regulations for the state you live in.  also, you need to find out what the local laws are regarding zoneing, fire codes, etc.  that's just for the physical plant.  then you need to read the regulations regarding staff, licensing, curicullum, etc.  be sure to check into insurance also.  good luck.
