What do I need to do to sell my salsa at a local flea market?

My dad makes his own Salsa and he wants to make a business out of it. He sells gallon size jugs to his friends for $15 and they love the stuff and always come back for more. I recently sold a few gallons for him to some of our neighbors and they are asking for more. How can he go about selling this legally at a flea market? What do we need to do?

Each jurisdiction has it's own regulations.  They will tell you what you need to know.
