What do I need to make a site similar to mangabullet.com?

I really enjoy the concept of this site and would like to make my own community website similar to it, though with different features and layout etcetc, it won't be a copycat of the site, although they have a function that allows users to upload comics and I really like that feature so I would love something similar that every person in the community would have access to.

I am fairly decent at designing websites but not so much with scripts and coding and such. I know some but I'm not an expert, but I have the time to play with it and learn.

What would anyone out there suggest, script wise, for making a community website where users may upload their own content and get comments and have journals and all that neat stuff.
