What do I need to start my own newspaper? Do I need permits?

I just need to know if there is any type of permit that I need to have to start my own newspaper. I know I'll need people to advertise their business and all that... But as far as me being able to start my business, do I need anything? If so, where do I need to go? I just want to do a very simple newspaper... just for fun actually... What do I need?

No permits.  Ask the city if they have a tax on your sales.  If so, add the tax to the price.  Printers would be glad to get you started.  Get to work. /
