just tell her you want short choppy layers that are long enough to tease them. Or just bring in the picture.

Do bring the picture . 1st a lot of that up standing hair is texturized... But is has major product and styled professionally.  

Everyone sees a picture differently...

I dont know what your hair looks like now - but an inexperienced cutter might try to cut it like that causing... damage...( meaning not a good cut lol)  I had it happen to me way before I decided to become a stylist myself... Anyways ...

Since people see pictures differently - you have to speak Length to her ... "I would like only an inch off" etc ... some pieces will be different lengths After texturizing and some layering is done.

u want it just above your shoulders with lots of layers and choppy so you can spike it

and bring in the picture

bring them that picture and also 1 or 2 other pictures of that simular style of others you like to let your hair stylist know what you really want.
