Each person has something that makes them charismatic; Some have an attrative smile, a sharp mind,  a sense of humor, a way of talking, an outgoing personality, a mysterious thing about them that would attract some people or beautiful eyes.

In my opinion there are two kinds of things that can make someone charismatic:

1- Things related to the appearance (the outside).

2- Things related to the personality (the inside).

I do think that the charisma that comes from the inside lasts longer than the charisma that comes from the outside.

Marx Webber defined charismatic (authority) as "resting on devotion to the exceptional sanctity, heroism or exemplary character of an individual person, and of the normative patterns or order revealed or ordained by him."

Looking at it from a political stance, our elected leaders, are meant to come across as exactly how Webber described, there is no winning formula, we either warm to a person or we don't - a lot of it is down to behavioral psychology though.

I would define this person as having the appearence of self-confidence, the kind that attracts people to pay attention. Also, the individual is often well spoken, can carry on a conversation with just about anyone, and presents an ideal charm about themselves that its hard to ignore. Of course, not all people will find the same person charismatic, just as that person may not even know they have charisma.

actually i don't really think you can define exactly what makes a person charismatic. It's an intangible, undescribably quality some people have to just draw ppl to them, and they can be both good and bad. I almost liked it to being hypnotized. You're drawn to them, you want to be part of their world, you want to make them happy.a person who has patience, confidence, loves god and honest  -- no enemies nor they envy anyone

There are a fortunate few who find themselves successful at any endeavor because what they lack in talent, they always make up for in charisma. developing charisma is not easy. it's apparent when it's forced, and off-putting when it's not genuine. so it has a lot to do with your personality, manners,and the ability to make people comfortable

for one thing, the face. the nose, the eyes, the hair, the lips, everything on a charismatic person is perfect. it fits and it gives them a positive look. people are naturally drawn to that. when they grow older, they gain a personality because everyone wants to talk to them. and then they are hated by the geeks, which makes everyone like them more. they become popular and it never stops until they die. just look at ashton kutcher
