What do employers mean when they say 'We have appointed someone who's qualities were more suited to the job'?

They basically mean that they have hired another person for the job that they feel is a better fit for the job. For example, if two people are applying for a job as a school teacher, and one has never taught before, and the other is an experienced teacher, they will most likely hire the experienced teacher because they have the qualities, or in this case skill, for the job.
