  1. We have an in-ground pool that had this same problem.  Check the PH in your water, sounds like it is high.  If it is high, try adding a couple of boxes of baking soda (read box for amount that you need to add).  We use the baking soda in our pool when the shock and chlorine doesn't seem to work, and it gets it crystal clear.

  2. If there's enough chlorine in the pool, I don't think it'll turn green (that is, the cloudiness isn't algae, but some inorganic dust). A possibility is that when the pool was empty, the plaster dried out a bit and when it got wet again, it released some plaster dust, and it just needs to get filtered out.

How old is the sand in your filter? If it's gunked up and the water's just getting pumped past it rather than through it, it won't get cleaned. Or if it's new, the dust might just be dust from the new sand in the filter. (We just had a new filter and sand put in, and the guy who did it said the water would be cloudy for a day or two, then clear up, and it did.)

  3. just maintain control of the PH and you will be fine

  4. There is a product sold in the pool store near me that is called flock.  Basically it is a water clarifier.  Check with your local pool store to see if they carry a product like this.  Every time I used it my water became crystal clear.
