  1. I'd definitely make sure whoever instructs you is well known in the sport and has an excellent safety reputation--along with equipment.

Another alternative is the Light Sport Aircraft license.  I'd strongly recommend pursuing that as you would legally be able to fly with passengers and share the excitement..but also would be taught basically everything you would need to know to be a safe, competant pilot--with some restrictions, like no flying at night among other things.

If you do intend to pursue the ultralight, best of luck and remember the saying, "There's old pilots and there's bold pilots, but there's nosuch thing as an old-bold pilot!"  (Even if you get a license, remember that!)

  2. I only know about the United States... every country has different regulations concerning ultralights.  The U.S. has some of the most lax laws... there is no age requirement and there is no requirement for flight instruction.  If you want, and are stupid enough to try, you can hop in an ultralight and take it around the patch tomorrow.  Scary stuff.  These aircraft aren't even registered.

Honestly, unless you're a licensed pilot I highly recommend shying away from ultralights.  But, if you're dead set on flying one without a pilots license-- there are some ultralights designed for 2 people (they can only be used as trainers... normal ultralights hold a max of 1 individual)- you and pilot who will train you to fly them (although keep in mind they technically don't need to have any training either).  good luck, and be careful if you decide to pursue this hobby.
