You won't install your own electric meter - the meter box maybe.  The power company will wire to the meter box from the pole and then will install the meter if your electrical wiring has passed inspection.

Unless you are already a licensed electrician, and it's rather obvious that you're not, or you wouldn't be asking this question, you'll need to contact your local electric company and ask them their specifications as to how high, what box will be needed, and set a date for them to come set the pole or hook up to the house.  You'll need to provide all the wiring to the meter box from the house and it will have to be in place so it can be inspected.   The electric utility will provide all the wires and labor to install, down to the box, from the box into the house is all your responsibility.    It will probably need to be 00 wire to a 200 amp service box inside.

A Qualified, Licensed Electrical Contractor.

He (or she, I know several) will install the new meter cabinet, the service mast (if the service comes in from an overhead service drop), & new load center. They will also be sure that the grounding & bonding requirements of your Local Code are met, and that the meter trim is of the type that your local Utility Company accepts.

The Utility provides and installs the metering device. Most Utility Companies require that the service installation be inspected and approved by the local Electrical Inspector or other Authority Having Jurisdiction before they will energize the new system (actually, a lot of Utilities require that the installing electrician energize the system first, using a set of meter jumpers; that way, they can be pretty sure they are not energizing a damaged, undersized, or poorly installed service).

Contact both the Local Building Department and your Serving Utility and ask for their requirements, then read NEC 90.1 (C), and HIRE A QUALIFIED PROFESSIONAL.
