  1. emissions, headlights, brake lights, running lights, turn signals, registration and VIN, are what most in spectors look at. ALL inspectors check emissions, the other items are inspected according to individual State regulations.  


  2. in new york anyways the big thing now is emissions, they hook your tail pipe up to a computer and if it doesnt pass you dont get your sticker, they also check tread on tires, all lights have to be working, the horn has to work, mirrors, any and all safety devices, if your check engine light is on for any reason they will not pass you, they put the car on the hoist and pull a tire or two and check your brakes too, i am sure there is more but i cannot think of anything else right now, there are ways around this of course, someone always knows someone who will inspect a vehicle illegally........i personally like the safety check but i have a friend with a piece of c**p car that gets it done illegally every year
