"That strick a nerve."   Something done or said really affected the listener or recipient.   For example, a comment was made and they reacted very strongly, because of some particular sensitivity they have - maybe a prior bad experience.

So "That didn't strike a nerve."   would indicate that the reaction was minimum - about what would be expected or even less.
