  1. They don't give points. Stars are only a reference on the degree of interest in a particular question. The more stars you have in your question, the more interesting your question gets. The higher the number of stars you have in your profile, the more answers you get because you give interesting questions.

    There is an exemption. Asking stars is an anti-community action. It is to be reported if these happens. Star solicitators or star askers (even though it is their birthday or their celebration thing) are faking themselves and the answers. They are making netizens think that they are interesting because  of the illogical bases of purposeless star solicitations.


  2. It's a way to mark the question or answer as interesting. The more stars, the more likely the question is to be placed on the Popular list. The details are explained here:

    No points are awarded for giving stars, but it does let you see who marked the question with a star. I tend to mark answers with stars when I think they might have broader community appeal than just benefit the asker. Because your starred answers are available as a separate list on your profile page, I find I can go back to "commonly asked" questions and give an answer in a heartbeat.
