These numbers are the ratio of Nitrogen (N) to Potassium (K) to Phosphorous (P) in the fertiliser.  Plants need N for leaves & shoots, K for flowers & fruits and P for roots. They will be in different proportions depending what they are for. This is a high nitrogen fertiliser for grass maybe?
