  1. If the intersection is accident prone, then your city may have put them up to monitor the area.  Also, if cameras are up, people tend to be more cautious when traveling through an intersection.

    They could also be red light cameras.


  2. Some cameras don't record anything. Newer technology has been used to detect vehicles with video. This is used to control the traffic signal, instead of loops in the road, to detect vehicle presence. Some cameras are used for real time traffic or weather conditions viewing. And like said, there are some cameras used to detect people that run red lights. You can contact your local traffic engineering department and they can tell you what a camera is specifically used for at a given location.

Depending on where u live the cameras may be red light cameras.  The cameras that we have around where i live are simply to let the light controller know when you are waiting for a red light to turn green.  It "sees" when you are sitting at a red light and will switch the light colors.  The great thing about this setup is that you dont have to sit at a red light and wait for nothing to pass through the intersection.  If you are on a main throughfare then the light will always stay green unless someone else is waiting in the intersection to cross.  Sit at an intersection and watch one work,I bet that is what the cameras are for.  Other intersections have imbedded sensors in the roadway and the intersections to do the same thing.  Look at the roadway in front of the intersection,  if you see like 3 or 4 parallel lines running in the roadway then that is what trips off the light.  The old lights just had a timer that changed the lights.

Some of them are not cameras, but devices to sense your car is there and change the lights depending on traffic.  Others are cameras, but like web cameras that allow remote dispatchers to see traffic and respond to trouble spots.  Others are specialized red light cameras that will take pictures of vehicle that run the light and allow the local court house to mail out tickets.  Some are triggered by cars exceeding the speed limit.  And still others are fake, but act as deterrents anyway.
