  1. They are all "New Towns".

    However, Glenrothes was created under different legislation (and with different control arrangements) than the other three because it is situated in Scotland.  

    "New Towns" were originally designated to solve the immediate post-war housing crisis in London. It was envisaged that there would be a "circle" of New Towns around the metropolis. (Such as Crawley, Harlow, Basildon, etc.). But this principle was soon extended to other metropolitan areas to assist in slum clearance and redevelopment.

    New Towns were not so readily accepted in Scotland, as papers released from the Scottish Office have since shown. This might explain why only five New Towns were created in Scotland (Cumbernauld, East Kilbride, Glenrothes, Irvine and Livingston). Other localities considered included Erskine, Houstoun and Stonehouse.
