    The Northern Hispanics you are referring to are Nortenos, which means Northerner in Spanish.  They are a large scale gang with thousands of foot soldiers spread out all across Northern California.  

    N is the 14th letter of the alphabet, so Nortenos use the number 14, and all it's variants (14, 1-4, XIV, ::) to signify their gang affiliation.  The four dots do not represent any specific thing, such as murder, theft, drug running ect., but are just another gang tattoo.
