  1. Police officers, detectives, dispatchers,  whoever has access to the computers we use.  Usually just police personnel.


  2. They are investigators, police & detectives.

  3. They are police officers.  Nowadays, they run the prints and get an instant id.  If the person has no record, then that will not work so investigators (still police officers) try to see what they can find out.
