What do they mean by rent, gas, heat, and hot water included in rent?

One ad I was looking at stated this. I thought it meant that you didn't have to pay these things. Does it mean you do because when I called he told me you have to pay.

  1. In a house this is what usually is inc. the heat, hot and cold water, and the cooking gas comes in one bill from the gas company, and the electricity you pay for it.  Now in the new construction houses, the owner the only thing that he will have to pay is the water, coz the rest the tenant pays for it.  May sure that whatever utilities are inc. it specifies on the lease, try always to negotiate the rent, most of the times is neg. and you could get away by paying a whole lot less.  Asked them how long the place has been empty, and what they will like from you, so you guys can compensate each other!

If something is included in the rent, that usually means that you pay one price, and that is it.  Say the rent is $750 and includes gas, heat, and hot water, then you would only pay $750 and nothing more because all of that is part of the rental cost.  If it said $750 + utilities, then you would pay the rent, plus the utilities.  

  3. You shouldn't have to pay if it says they are included with the rent then you should just pay for rent. You know that and I know that but maybe that landlord doesn't know that. I hope you didn't move in already.
