What do they use to make these anime pics?

Like if you go on photobucket and look up anime girl what do they use to make those?I know its not paint....Also I need friends on Gaia add me Mononoke_Tenshi

Adobe Illustrator/Photoshop or GIMP (free to download). Some people ink their sketches with pens before scanning and then painting it with those programs. Check out polykarbon.com or deviantart.com, great tutorials that show you how all this is done.

I think most of them do the line art in pencil and the color and shading is all computer generated. They are likely to use something like oekaki or something else with layers. A lot use adobe. And they do computer drawing with a tablet.
