Insecure...  noticing a fault in something/someone is normal.. but feeling like they have to voice them to their peers is an attempt to project that they are over other people. Even worse.. is if they voice the observation in the pressence of the person being judged with COMPLETE disregard for the person's feelings..   Someone needs a hug..haha   : )

If they are REALLY crazy about it, if they nitpick over every little thing, then you could call them hypercritical.

If they condemn others for things that they themselves do, you could call them a hypocrite.

If they get some sense of entitlement out of it, egotistical would also work...

If they're nasty about it, then they're also condescending to boot...
