I never truely understand what the gnomes' three-step business plan "1.Collect underpants; 2. ?; 3. Profit" refers to.

  1. I believe they symbolize different types of businesses, kind of like saying "well what do you plan to do with that?" Businesses are always making money, but sometimes it is rather unclear how they do it.

    They could also be referring to our government. They take things from us, and profit. How? The world may never know.
