I didn't drink milk with cookies even when I was a meat eater or a vegetarian, so your question is pretty strange to me.  There's no rule that says a cookie isn't a cookie without milk.  There's no rule that says you must drink *anything* at all with a cookie.  Vegans can drink whatever the heck they want with a cookie: plant milks, water, juice, soft drinks, tea, coffee, beer...

BTW cookies can be made without eggs. In fact, there are plenty of cookie recipes that don't originally contain eggs, so I'm not speaking of replacing the eggs with something else.
